Procurement study visit to Lisbon – Day 2
On the second day, the Ukrainian delegation met with centralised procurement bodies — the Shared Services of the Ministry of Health (SPMS) and the Public Administration Shared Services Entity (ESPAP).
During the meetings, Portuguese counterparts described, in detail, how centralised purchasing operates in the healthcare and general government sector.
Main takeaways from the meetings included the importance of gathering and properly using the available procurement data, as well as standardising centralised procurement processes to make them more attractive to users (contracting entities), including those for whom using CPB services is not mandatory, such as municipalities.
The Portuguese and Ukrainian colleagues also discussed the pros and cons of procurement tools, such as framework agreements and dynamic purchasing systems, in the centralised procurement. Participants welcomed the opportunity to maintain close contact and keep each other informed about future developments in centralised purchasing in both Portugal and Ukraine.
