The Ministry of Finance, with the Support of EU4PFM, Initiated the Development of the Functional Requirements for E-Accounting IT System
On October 24th, the first meeting of the Interdepartmental Working Group for developing technical and functional requirements for the IT system for accounting and financial reporting in the public sector took place.
The event was attended by the Deputy Minister of Finance for Digital Development, Digital Transformations, and Digitalisation, Oleksandr Hrubiian, who is also the Head of the Working Group, Dmytro Samonenko, the State Secretary of the Ministry of Finance, Jurgita Domeikienė, the EU4PFM Team Leader, and representatives from the Ministry of Finance, key spending units, and international experts from EU4PFM.
During the meeting, the participants discussed the legislative basis and the needs for implementing the IT system, its concept, and determined further tasks and deadlines for forming technical and functional requirements for the unified accounting system in the public sector. This system aims to improve public financial management and increase transparency in budget processes.
Oleksandr Hrubiian, during his opening remarks, noted: «One of the priority areas of the Strategy for modernising the accounting and financial reporting system in the public sector, approved by the Cabinet of Ministers, is the creation of a national accounting system. Drawing on European experience and in collaboration with the expert community, the Ministry of Finance has proposed developing functional and technical requirements for a unified accounting system in the public sector. Although we are faced with a significant and demanding task, we firmly believe that every great journey commences with the first steps, and today, we have already begun taking these crucial strides. I remain confident that through joint efforts, we will achieve success and take pride in the final result.»
Advantages of the proposed IT system model for implementation include:
- availability of primary information about accounting at the national level in the Ministry of Finance
- possibility of using analytical tools
- a unified free software product for the subjects of the PFM system
- integration with government services and information resources
- unified information space and balance
- ensuring reliable information protection
Jurgita Domeikiene added, «EU4PFM remains committed to supporting PFM reforms, as we approach EU membership. The Project will provide assistance in developing an IT solution for financial management and accounting, which is one of the planned activities under the stream on strengthening the capacities of the Ministry of Finance to further align the Ukrainian accounting system with international standards. Although the journey ahead is substantial, the Project Team is fully dedicated to extending comprehensive support throughout the process».
