The possibility of using NCTS for internal transit and the priority of crossing the border with T1 – the Verkhovna Rada has adopted changes to the Customs Code of Ukraine
On July 13, the Verkhovna Rada supported the draft law “On Amendments to the Customs Code of Ukraine regarding the use of customs declarations and the electronic transit system, provided for by the Convention on a Common Transit Procedure, for transit under the terms of this Code”, which introduces the possibility of internal transit of goods using NCTS, by analogy with transit through the Union transit, provided for by the EU Customs Code.
The draft law 9014-1 also provides for:

- compliance with the EU customs legislation and the provisions of the Convention on the procedure of a common transit of the requirements for sealing all transit movements or, in the case of impossibility of sealing, ensuring the identification of the relevant goods;
- execution of one transit declaration for goods that are moved or will be moved in one means of transport (container or package) from one customs authority of departure to one customs authority of destination;
- introduction of additional transit simplifications – the status of authorized TIR consignor and the status of authorized TIR consignee.
The draft Law was developed to fulfil Ukraine’s European integration obligations in the customs sphere and is the result of the effective collaboration of Deputies of the specialized Committee of the Verkhovna Rada, specialists of the Ministry of Finance and the State Customs Service with the support of the EU4PFM and the Reform Support Team at the Ministry of Finance.
