Ukraine’s Finance Ministry and EU4PFM advance digital reforms in public finance management

Oleksandr Hrubiian, Deputy Minister of Finance of Ukraine, held a working meeting with EU4PFM International Key Experts Vytenis Alisauskas and Paulius Majauskas to review progress made through joint efforts on key digital transformation initiatives in public finance management (PFM).

The partners discussed strategic goals and the current status of IT systems implementation in customs and tax streams, which are crucial for Ukraine’s accession to the EU. 

Paulius Majauskas, EU4PFM International Key Expert on tax reform, discussed the E-Audit initiative, including its integration into the State Tax Service’s operations and the necessary steps to ensure its full-scale deployment. This initiative is critical to modernising Ukraine’s tax administration and aligning with the latest EU best practices.

The Deputy Minister reaffirmed the Ministry of Finance’s strong commitment to enhancing transparency, efficiency, and compliance in PFM through the adoption of advanced IT solutions. «The Ministry of Finance fully supports the implementation of E-Audit, as it is a highly anticipated initiative from Ukrainian businesses’ expectations. This is also one of the key priorities for Ukraine’s PFM reform. Effective implementation of E-Audit will improve risk assessment, enhance tax compliance, and bring Ukraine closer to EU best practices. This is the official position of the Ministry», stated Mr Hrubiian.

Vytenis Alisauskas, EU4PFM International Key Expert on customs reform, appreciated the Strategic Plan for Digitalisation of State Customs Service until 2026 and stressed the importance of implementing the initiatives outlined in the Plan. Meanwhile, the expert also highlighted the need to develop a comprehensive list of IT systems in the customs area and to update the Plan to incorporate this list, as these efforts are essential for Ukraine’s EU membership.

In turn, the Deputy Finance Minister informed the colleagues that the Ministry is planning to convene the PFM IT Management Committee in the near future, where discussions on IT consolidation and on the development of the IT systems list will take place among Chief Digital Transformation Officers

Mr Hrubiian expressed his gratitude to the EU4PFM team for their unwavering support. “If it were not for your team and the strong IT component, this transformation and IT achievements would not have been possible,” he noted.

EU4PFM experts reaffirmed their commitment to supporting Ukraine’s digital transformation efforts and will continue assisting the Ministry of Finance in strengthening public finance management.
