Submission of budget requests via the IT system for budget planning (AIS “GRK-WEB”) completed
The second stage of the budget cycle—preparing budget requests by the key spending units (KSUs) and submitting them to the Ministry of Finance—has been completed.
This stage of this year’s budget process was carried out using the newly created system for online interaction with state budget spending units: AIS “GRK-WEB”. The first stage involved submitting budget proposals to the budget declaration in the spring of 2024.
The new system significantly simplifies the exchange of information between different levels of the budget process and ensures the fast processing of large amounts of data. Thanks to the GRK-WEB system, 85 key spending units were able to promptly submit 94 budget requests containing 619 electronic documents.
In the budget planning process, the key spending units involved lower-level spending units and budget recipients within their subordinate network or sphere of management. Using the AIS “GRK-WEB”, KSUs received information from them to prepare budget requests. The system provided a convenient tool for the prompt collection and rapid automated processing of large amounts of information.
The ability of the KSUs to cooperate with its subordinate institutions without additional software tools is an innovation of this system and one of the key differences from the software products used previously.
As of today, the system has created 2,512 electronic cabinets for participants in the budget process at various levels. In total, more than 13,000 electronic documents have been created, and over 6,000 users from institutions involved in the budget process have been registered in the system.
The implementation of the second stage of the budget process with the help of the GRK-WEB system is an important step towards the digital transformation of the Ukrainian budget system.
