EU4PFM International Expert on tax reform Paulius Majauskas met with Ukraine’s Deputy Minister of Finance Svitlana Vorobey.

Their discussion focused on aligning Ukraine’s tax legislation with the EU acquis, particularly in light of the EU Enlargement Report recommendations and the National Revenue Strategy.

Svitlana Vorobey emphasized the importance of this effort, stating, “Harmonizing Ukraine’s tax legislation with the EU is critical for fulfilling the National Revenue Strategy, which is essential for sustainable growth and integration into the European community.”

The parties also reviewed progress in aligning Ukraine’s tax laws with EU regulations on administrative cooperation in taxation.The discussions further explored opportunities for collaboration on international information exchanges, particularly regarding income earned through digital platforms under the DAC 7 directive. This included addressing the development of a legal framework and ensuring that Ukraine’s State Tax Service has the necessary IT infrastructure to support these exchanges.

Another key area of discussion was the ongoing expert support aimed at aligning Ukraine’s excise taxation with EU standards. The parties also discussed providing expert assistance in drafting additional regulations for the implementation of the Anti-Tax Avoidance Directive, as well as facilitating dialogue with businesses and experts on these reforms.

Finally, the parties reviewed the EU4PFM Work Plan for 2025, aligning it with these ongoing priorities and legislative efforts.

Additionally, Paulius Majauskas met with representatives from relevant departments of the Ministry of Finance and national experts to discuss the further implementation of key EU directives, including the VAT Directive, the Tobacco Directive, and the Recovery Directive. These discussions aimed to accelerate the integration of EU norms into Ukrainian legislation.
