EU4PFM Programme expands in Ukraine with Component 5: “External Audit and Parliamentary Oversight”

On October 2, Inguna Sudraba, the Team Leader of the EU4PFM Component 5 “External Audit and Parliamentary Control”, conducted a meeting with Olga Pishchanska, the Head of the Accounting Chamber of Ukraine.

The primary objectives of the meeting were to launch Component 5 of the “EU Public Finance Management Support Programme for Ukraine” (EU4PFM) and to discuss directions for further cooperation.

One of the key tasks of the project is to ensure the most effective use of donor funds to achieve rapid and convincing results within a short timeframe. Inguna Sudraba emphasized that the Accounting Chamber of Ukraine (ACU) already possesses a solid methodological foundation to continue the reforms at a practical level, thereby becoming the owner of this process.

During the meeting, Inguna Sudraba proposed the establishment of a Reform Implementation Group at the ACU. This group would oversee the change process, allowing the Ukrainian Supreme Audit Institution (SAI) itself to moderate these efforts. The main task of this group will be to identify priority areas where the most assistance from international experience is required, as well as to organize internal processes to ensure that this assistance is utilized as effectively as possible.

The project is fully committed to providing comprehensive support to the ACU across all areas and will respond promptly to every request—ranging from consulting support in the audit process to actively participating in the preparation of strategies and other activities.

On December 22, 2024 Ukraine took a key step towards EU membership with the signing of the Contribution Agreement on the “Extension of Public Finance Management Support Programme for Ukraine (EU4PFM)” by the Central Project Management Agency and the EU Delegation to Ukraine.

This agreement extends the implementation of the EU4PFM Project until December 31, 2025, with an additional extension for the customs stream until December 31, 2026. Starting January 1, 2024, the EU4PFM Project has expanded to include a Public Procurement component, and as of October 1, it also encompasses External Audit and Parliamentary Oversight.

Component 4: Horizontal Functions and Governance
