The national deployment of the Customs Decision System (CDS.UA) has been launched by the State Customs Service of Ukraine.

The system’s development began in 2024 supported by EU4PFM, and by the end of the same year, the software had already been deployed nationwide. CDS.UA also entered a pilot phase for companies to submit applications for AEO status and authorizations for simplified procedures (including transit).

Thus, two out of ten types of decisions have been implemented, with the system’s functionality ensuring their processing in electronic form. The next decisions to be covered by the system include the registration of a guarantor, authorization for the use of the end-use procedure, and permits for customs brokerage activities; opening and operation of duty-free shops, customs warehouses, temporary storage facilities, cargo customs complexes, and free customs zones of commercial or service types.

Once fully implemented, all decision-making processes, as well as the recording and application of results, will be carried out using this system. As previously reported, CDS.UA (Customs Decision System) is an automated system for processing customs authority decisions. It is part of the IT systems outlined in the Long-Term National Strategic Plan for Digital Development, Transformation, and Digitalization of the State Customs Service and is a key part of Ukraine’s preparation for EU accession. The system developed with the support of the EU Public Finance Management Support Programme (EU4PFM) is designed to align with EU requirements.

CDS.UA mirrors the European Customs Decision System created by the European Commission to implement unified customs processes across EU member states according to the EU Customs Code. It will replicate the data models and data exchange formats used in the EU.

On October 11, 2024, CDS.UA entered a pilot phase, and based on the results, the software was deployed nationwide in December. In the future, this software product will increase the speed and efficiency of customs control procedures, optimizing related administrative and financial costs for businesses engaged in foreign economic activities.
