A series of working meetings of the State Customs Service of Ukraine with DG TAXUD has begun on the harmonization of customs IT systems with European ones on the way to EU accession

In the context of Ukraine’s preparation for EU accession, an online meeting took place on January 14th, gathering representatives from the Ministry of Finance, the State Customs Service, DG TAXUD (Directorate-General for Taxation and Customs Union of the European Commission), EUD (European Delegation to Ukraine) and EU4PFM.

The aim was to initiate a regular working dialogue on customs IT systems and, in the future, connecting them to European ones.


The State Customs Service presented the architecture and functionality of the customs IT systems currently in use and under development, including those initiated as far back as 2002 and modernized in 2023-2024. DG TAXUD representatives are expected to assess, among other things, the compatibility of the data structure and format of Ukraine’s customs systems with those of the EU.


The first meeting focused on presenting the Automated Customs Clearance System (ACCS) “Center” and the Customs Decision System (CDS). Representatives from DG TAXUD highlighted the shift towards a service-oriented architecture (SOA).
A comparison of the systems operating in Ukraine and the EU was also presented by Ukrainian side. Currently, NCTS is the only system connected to European ones.


To facilitate better integration with other systems, a series of meetings will be held over the next month focusing on the EU Data Model and business processes related to tax and duty calculation.


Ukraine, with support of EU4PFM, is working on developing customs IT architecture with the objective of joining the EU.
