EU4PFM Component 5 held its 1st Steering Committee meeting, showcasing progress in strengthening external audit and parliamentary oversight
The EU4PFM project has presented its interim Progress Report on Component 5 during the first meeting of its Steering Committee, highlighting major achievements in strengthening the institutional and operational capacity of the Accounting Chamber of Ukraine (ACU) and enhancing collaboration with the Verkhovna Rada Committee on Budget.
The first Steering Committee meeting of the EU4PFM Component 5 was attended by the leadership and experts of the Project and the EU Delegation to Ukraine, as well as the management and specialists of the Accounting Chamber.
Since its launch in October 2024, Component 5 has delivered substantial results. Over 280 working sessions have been conducted with 13 audit teams, and 41 project deliverables have been completed. Financial, compliance, and performance audits have been strenghtened across several key public entities, including the State Property Fund, State Migration Service, and Ministry of Youth and Sports.
The project has also supported major methodological updates in line with the revised ACU Law and international standards (ISSAIs), supported the introduction of a comprehensive 2025–2029 Development Strategy, and reforms in human resource management—including recruitment, evaluation, training, and audit staff performance metrics.
“This progress highlights the strong commitment of the Accounting Chamber of Ukraine to transparency and accountability,” said Inguna Sudraba, Team Leader of EU4PFM Component 5. “We are proud to support the ACU’s transformation into a modern and effective external audit body that operates in line with INTOSAI standards.”
In parallel, the project is contributing to closer ties between the ACU and the Ukrainian Parliament, with key deliverables such as the Guidance Note on cooperation, the 8th Forum of Internal and External Auditors, and the planned study visits.
The project has provided us with significant support in evaluating personnel during the process of transitioning our specialists the positions of state auditors. Together with the experts, we developed a new approach to personnel development, which will be used in the future as well. Thanks to our joint efforts with the project, we are seeing changes in auditors’ perception of the reform of the Accounting Chamber and their role in auditing overall,” said Olha Pishchanska, Chairwoman of the Accounting Chamber of Ukraine.
“EU4PFM Component 5 is making significant steps in strengthening Ukraine’s public financial management system, especially through enhancing the capacity of the Accounting Chamber. The broader PFM agenda is progressing with key reforms, including the amended law on the Accounting Chamber. The Ukraine Facility’s support plays a crucial role in this process, providing the necessary assistance to drive comprehensive reforms. Through detailed screening meetings and a clear reform agenda, we are ensuring that Ukraine’s public financial management aligns with international best practices,” highlighted Henrik Huitfeldt, Head of Operations Section II: Public Finance, Business Support, and Social Policies, EU Delegation to Ukraine.
The EU4PFM project will continue to implement Component 5 through December 2025, focusing on further enhancing audit quality, institutional capacity, and legislative engagement.
