Despite the war, Ukraine demonstrates high level of knowledge of professionals and organisation in the sphere of public procurement: EU4PFM Training Needs Assessment finds

EU4PFM and Prozorro hosted a webinar on the professionalisation of public procurement stakeholders, during which EU4PFM experts presented the results of a study on public procurement training needs.

The event brought together representatives of the Public Procurement Department of the Ministry of Economy, experts of the EU4PFM Public Procurement Component 2, public procurement specialists and all interested parties to discuss the challenges in implementing procurement functions, ways to overcome them, opportunities for in-depth training and the Ministry’s plans to strengthen the capacity of procurement stakeholders.

According to Eriks Mezalis, EU4PFM Component 2 Public Procurement Team Leader, professionalization of public purchasers is one of the most important public procurement reform directions. “The issue of professionalizing public procurement practitioners is high on the agenda of the European Commission and EU Member States. The training needs assessment is therefore an extremely useful tool. Ukraine is taking a leading position in this area of reform, as such a detailed training needs assessment, as carried out in the framework of the Project, is not used frequently. The results of this study will undoubtedly be used in our further cooperation with the Ministry,” said Mr Mezalis.
