EU4PFM experts met with the CDTO of the SCS to follow up on the Long-Term National Strategic Plan for Digital Development, Digital Transformation, and Digitalization of the SCS

During a visit to Kyiv, EU4PFM international IT expert Dragan Jeremic met with representatives of the SCS, led by Oleg Nikolaychuk, Deputy Head for Digital Development, Digital Transformation, and Digitalization of the State Customs Service of Ukraine. Vytenis Alisauskas, EU4PFM Key International Expert on Customs, also joined the meeting. The discussions centered on key topics shaping the future of customs IT systems in Ukraine.

The new IT architecture for SCS systems was recently showcased during a meeting with DG TAXUD, where its service-oriented design received positive feedback. In response, EU4PFM experts developed a conceptual note incorporating the latest trends in IT architecture. During the meeting, it was agreed that Dragan Jeremic would present this updated concept to the SCS in the near future, ensuring alignment with the ongoing digital transformation efforts.

The State Customs Service is actively working on developing national systems that will be integrated with both other government agencies and the European system, while ensuring strong cybersecurity measures. “The recent cyberattack on Ukrainian government systems highlighted the urgent need to enhance data security and prevent information leaks,” emphasized Oleg Nikolaychuk.

Participants also discussed the IT consolidation process that is ongoing, and a roadmap is being developed. Participants agreed that the SCS Roadmap on consolidation of IT services of the SCS plan needs to be updated and well-coordinated with the new Long-Term National Strategic Plan for Digital Development, Digital Transformation, and Digitalization of the SCS for 2026-2030.

Several critical issues impacting the integration of customs IT systems were raised. “The development and approval of strategic documentation and technical specifications are crucial for the further growth of the SCS,” said Dragan Jeremic. “Our experts are ready to support the customs service in drafting regulations in line with European standards, and we have extensive experience in this area.”

In addition to security and staffing, the meeting highlighted the need to unify terminology to ensure a shared understanding of processes and effective collaboration with international partners. Vytenis Ališauskas emphasized: “To synchronize processes and develop a unified operational strategy, it is essential to elaborate the Long-Term National Strategic Plan for Digital Development, Digital Transformation, and Digitalization of the SCS for 2026-2030, which will serve as the roadmap for this effort.”

During the meeting, the Customs Decisions System, CDS.UA was also presented, it allows  companies to submit applications for AEO status and authorizations for simplified procedures (including transit). Thus, two out of ten types of decisions have been implemented, with the system’s functionality ensuring their processing in electronic form. Once fully implemented, all decision-making processes, as well as the recording and application of results, will be carried out using this system. Experts highlighted that it is well designed with the necessary data capacity for future mutual recognition

The EU4PFM expert teams and the State Customs Service will continue their close cooperation to finalize technical specifications for software and cloud solutions, establish a data protection model, update the IT Action Plan, and further elaborate the new Long-Term National Strategic Plan for Digital Development, Digital Transformation, and Digitalization of the SCS till 2030.
