EU4PFM held a seminar for specialists of the State Customs Service on aligning the customs legislation of Ukraine on special procedures with the EU norms
On October 12-13, specialists of the State Customs Service of Ukraine took part in the second two-day seminar on certain provisions of EU customs legislation.
The event was dedicated to practical consultations on the provisions of Regulation No 952/2013 of the European Parliament and the EU Council of 9 October 2013 on establishing the Union Customs Code.
The seminar was opened by Vytenis Ališauskas, EU4PFM International Key expert on customs reform.
EU4PFM international expert, Andrea Birsan, presented the provisions of EU customs legislation.
For two days, Mr. Birsan briefed participants on the provisions of Section VII “Special Procedures” of the Regulation of the European Parliament and the EU Council establishing the Union Customs Code.
In particular, chapters and separate articles related to:
– permits, records, and performance of special procedures;
– special and end-use;
– storage (customs warehousing, free zones, duration of the storage procedure, liability).
Participants got a chance to get acquainted with practical exercises, cases from the European experience of application of these provisions. Employees of the State Customs Service received recommendations to bring the customs legislation of Ukraine, which is applied in the field of special procedures, in line with the relevant provisions of EU customs legislation.
Andrea Birsan noted that the participants had read a large amount of information on the application of European customs law in the field of special procedures. “I am convinced that the information received will provide you with more additional ideas and knowledge on the necessary changes that need to be made to national legislation,” said the EU4PFM expert.
In turn, the participants noted the high level and informative value of the workshop and thanked Ms. Andrea for an interesting and very informative presentation. According to them, during the seminar, many cases provided understanding on how to interpret a particular rule of European law and how to adapt to them the relevant rules of Ukrainian law.
