Recommendations for improving the organizational culture and system of non-financial motivation for the heads of structural units of the Accounting Chamber presented

On January 26, 2022, the presentation of recommendations for improving the organizational culture and system of non-financial motivation for the heads of structural units of the Accounting Chamber took place.

EU4PFM expert in the HR / PAR field, Kristina Jakubaityte-Revutiene and EU4PFM expert in the field of organizational change, Rastislav Vrbensky, presented proposals to improve the organizational culture in the Accounting Chamber of Ukraine.

As Rastislav Vrbensky highlighted during the meeting, the recommendations were developed based on four key characteristics of Denison’s model (the model of studying the company’s organizational culture, aimed at identifying the impact of corporate culture on performance and efficiency). 

“Improving the organizational culture of the institution is impossible without answering questions such as the mission of the organization, how it works, what actions are key to improving the decision-making process, what are the ways of motivation and career growth of employees, and many others. The answers to all these questions became the basis for the analysis and development of recommendations, ” said Kristina Jakubaityte-Revutiene.

To this date, EU4PFM experts, together with the staff of the Accounting Chamber, have analyzed the employee engagement survey to determine the main characteristics of the current organizational culture; focus groups for discussion with the personnel services of the current organizational culture; diagnostics of the cultural format and prepared recommendations, as well as short-term and medium-term action plans to improve the organizational culture of the institution.

In addition, a list of measures to improve the system was presented and developed jointly by experts and staff of the Secretariat of the Accounting Chamber the list of activities for the improvement of the system of non-financial motivation of employees of the institution.

According to Kristina Jakubaityte-Revutiene, motivation is one of the most important psychological factors responsible for the efficiency and retention of the employee. According to the expert, every organization is looking for ways and measures that can positively influence the motivation and behavior of a person or team. The task of the institution’s management is the ability to combine financial (salaries, bonuses, social benefits, and guarantees) and non-financial incentives (opportunity to study and improve skills; career growth; participation in decision-making; opportunity to take initiative, etc.).

With the support of EU4PFM, staff training was conducted, as well as a list and description of non-financial incentives for employees of the Accounting Chamber, which will strengthen the capacity and capacity of the institution to implement a system of non-financial incentives for employees, prepared.
