The leadership of EU4PFM met in Kyiv with the Head of the State Customs Service of Ukraine Serhii Zviahintsev
As part of a series of meetings between EU4PFM leadership and partner institutions in Kyiv, on October 1, a meeting was held between EU4PFM Team Leader, Jurgita Domeikiene, Key International Expert in Customs, Vytenis Alisauskas and the Head of the State Customs Service of Ukraine, Serhii Zviahintsev, as well as the Deputy Heads of the State Customs Service, Vladyslav Suvorov and Oleh Nikolaychuk.
The discussions focused on plans for reforming Ukrainian customs in the context of Ukraine’s preparation for EU accession and the potential for EU support through the EU4PFM program.
“Currently, our support is strongly focused on European integration,” Jurgita Domeikiene noted, emphasizing the key aspects of the assistance provided by the European Commission through EU4PFM after the start of Ukraine’s EU accession negotiations.
She added that until the end of 2024, the focus will remain on the practical steps necessary for Ukraine’s EU accession, particularly supporting the alignment of Ukrainian legislation with the EU acquis (primarily the development of a new Customs Code).
Another priority is strengthening the administrative capacity of partner institutions in areas that could impact the assessment of progress during the negotiation process, especially in customs (such as combating corruption and enhancing personnel competence).
Jurgita Domeikiene mentioned that the current phase of EU4PFM will end, but the program will continue without interruption. A significant portion of the expansion package is dedicated to the development of key IT solutions in the customs sector.
