The participants of the meeting also discussed problematic issues of legal regulation of criminalization of smuggling and agreed to draw the legislator’s attention to the need for a broad legal discussion and more profound preparation for the second reading of the draft amendments to the Criminal Code of Ukraine and bringing these regulations in line with European Union legislation.

One of the most controversial issues now is the granting of the right to the State Customs Service to carry out operational and investigative activities in this area under the best examples of European practice and the need to create internal security units. This issue also needs a broad expert discussion.

The issues of development and implementation of effective IT solutions for high-quality implementation of the customs simplification system, NCTS operation, obtaining the status of Automated Economic Operator, customs audit, and others also remain in the sphere of constant focus.

Working meetings with the participation of the representatives of the  EU Delegation, EU4PFM Program, the Ministry of Finance of Ukraine and Reform Support Office (RST) of the Ministry of Finance, the State Customs Service of Ukraine and Reform Support Office (RST) of the State Customs Service to discuss the progress of changes in the customs stream, which are implemented jointly with the support of EU4PFM Project are held each month.
