EU Public Finance Management Support Programme for Ukraine (EU4PFM)

Myth 1: Can the STS automatically fine all citizens temporarily staying in other countries?

On June 29, 2023, the State Customs Service of Ukraine granted the status of Authorized Economic Operator (AEO) to the company "Epicenter K". This enterprise became the second in Ukraine to receive AEO authorization.

Lithuanian Public Institution Central Project Management Agency (CPMA) conducts public procurement “Special purpose mobile container“. The final owner and beneficiary of the Services is the State Tax Service of Ukraine. The Services are financed within the frame of the Contribution Agreement signed on the 19th December 2018 No. ENI/2018/404-165/2018/4-14-23 by European Union, represented by the European Commission, and CPMA, concerning the implementation of the Programme "Public Finance Management Support Programme for Ukraine (EU4PFM)". The Programme is financed under the EU European Neighbourhood Instrument (ENI).

Xavier Camus, Head of Operation Section “Good Governance and Rule of Law” of the EU Delegation to Ukraine, visited the Contact Centre of the State Tax Service of Ukraine to meet with the leadership of the STS - Tetiana Kirienko, the STS Acting Head, and Ivan Romanov, Director of the STS Information and Reference Department to discuss the results of the modernisation of the Contact Centre.

Among the innovations that have become important components of the updated system of adaptation of new employees (onboarding) and mentorship in the State Customs Service, a special place is occupied by the guidebook for beginners - "Startbook".

Also, members of the Accounting Chamber approved new methodologies for compliance and performance audits, developed according to the international ISSAI standards.

EU4PFM international experts on HR and the management of STS HR Department agreed on cooperation in implementing the Competency Model at the State Tax Service of Ukraine.

EU4PFM continues supporting the development of an efficient and fair revenue collection system in Ukraine, considering the country strong determination for the integration into the world economy as a reliable tax jurisdiction.

EU4PFM, in collaboration with the State Tax Service, has developed an IT system for the administration of tax disputes.
