The process of public finance management reforms in Ukraine is successfully progressing, although requires strengthening in certain areas, concluded the participants of the regular meeting of the EU4PFM Project Steering Committee held today in Kyiv.

Lina Frejutė and Paulius Majauskas, International Experts for EU4PFM, shared Lithuania’s experience in project management in the public sector at a seminar held for the employees of the Ministry of Finance of Ukraine on 4 November.

European experience - for the State Tax Service of Ukraine

The training "International practice on cooperative compliance measures and their legislative regulation" on November 8 was listened to by specialists of the State Service of Ukraine working in this area.

Almost 100 participants took part in the online workshop for business "On the edge of change. Introduction of the New Computerised Transit System (NCTS) and the Authorized Economic Operator (AEO) Program in Ukraine, which took place on November 4.

Among the participants were representatives of the European Business Association, the Association of Customs Brokers, the Professional Customs Brokers Association, the Ukrainian Chamber of Commerce and Industry, and other business associations.

EU4PFM's priority for the nearest time in the customs stream is to support Ukraine in joining the Convention on Common Transit Procedure - in particular, completing the development of the regulatory framework and passing the conformity tests, which are necessary steps for joining the Convention.

Another priority is to support customs IT transformation. This was discussed during a monthly meeting on customs issues, which took place online on November 4. Representatives of the Ministry of Finance, the State Customs Service, the EU4PFM Programme, the Reform Support Team (RST) of the Ministry of Finance, and the State Customs Service participated.

On November 4, a training seminar for employees of the State Customs Service of Ukraine on project management was held. Ernestas Sysojevas, Project Management Trainer for EU4PFM, is a Certified Expert in this field (Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP) CompTIA Project, Microsoft Certified Trainer (MCT)).

Lithuanian Public Institution Central Project Management Agency (CPMA) conducts public procurement of the Development of NCTS Phase 5 compatible national transit application services (Services or Procurement). The final owner and beneficiary of the Services is the State Customs Service of Ukraine.

During the 4^th session “The protection system of intellectual property rights at the border: has the new customs register started working?” of the annual forum IP UKRAINE NOW 2021, which was attended by Vytenis Ališauskas, an International Key Expert on Customs of the EU Public Finance Management Support Program (EU4PFM), Leonid Muromtsev, Acting Head of the Non-Tariff Regulation Department of the State Customs Service, Artem Tyshchenko, Head of the Department for Promoting the Protection of Intellectual Property Rights of the Customs Control and Registration Division of the Odesa Customs of the State Customs Service and Pavlo Ryabets, USAID Expert on Intellectual Property Rights of the USAID Competitive Economy of Ukraine Program, these topics were discussed:

A number of meetings for representatives of the Ministry of Finance of Ukraine, the State Customs Service of Ukraine, and the Accounting Chamber, which took place on October 27–28, 2021, were dedicated to the issue of non-financial incentives for employees of public institutions.

Jurgita Domeikiene, Team Leader, International Key Expert on HR/PAR, and Mr. Edvardas Žukauskas, International Mid-term Expert on HR/PAR put together their professional thoughts for Derzsluzhbovec.

The experience of the civil services in different countries shows that integration of the competency model into the organization’s performance management leads to more clear standards for assessment of civil servants’ skills, enhanced clarity, credibility, and consistency of decisions regarding human resource management.

The quality of the selection of civil servants is improving. The effectiveness of career management for civil servants is also improving and training for civil servants is being organized more effectively.
